Registering for the APDP and licensing of the VS

What is the APDP?

The Automotive Production and Development Programme (APDP) is a voluntary incentive scheme for the motor industry aimed at promoting production volumes in the specified motor vehicle industry, promoting added value in the automotive component industry and creating employment across the automotive value chain.  The APDP is legislated in Rebate item 317.03 of Schedule No. 3 to the Customs and Excise Act, No. 91 of 1964.

What is the VS?

The VS is a Special Ad Valorem Manufacturing Warehouse. Every manufacturer of Excisable goods specified in Schedule 1 Part 2B and every owner of Excisable goods specified in Schedule 1 Part 2B manufactured for him/her partly or wholly from materials owned by such owner shall licence his/her premises as a special Customs and Excise warehouse (VS).

How to register for the APDP and licence the VS?

The APDP will end in 2020 unless the Department of Trade and Industry decides to extend the programme.

What is the cost of registration?

  • No cost required.
  • The turnaround time for APDP registrations is approximately 10 working days.

For how long is the VS licence valid?

The licence is valid indefinitely, subject to conditions the Commissioner may impose.

What is the cost of the VS licence?

Licensing fees have been reduced with effect from 20 December 2013 by Government Notice R.1011 published in GG 37154 to a rate of “free”.
