AGOA - What proof of origin must be submitted by an importer in the USA for goods exported from South Africa under the AGOA arrangement? Would a Form A be issued for such exports?

Under the African Growth and Opportunity Act (AGOA) Customs in South Africa only issue visas for clothing and textiles. For this purpose Customs will include the visa stamp on the invoice which is then presented to the US Customs when the goods are imported there. In this regard refer to Rule 46A1.05. The USA Customs may also call for any other information or documents from the exporter to substantiate proof of origin.Other products exported under AGOA are administered by the Chambers of Commerce. The Form A is a form used with the United Nations Conference on Trade and Development (UNCTAD) in their Generalised System of Preference (GSP) programme. For South Africa this only relates to our arrangements with the EU, Russia, Turkey and Norway. We do not have a GSP with the USA and can therefore not do a Form A for exports to that country.
