Under the new Act, how many client types will need to write a CSK test before they can be registered?
There are approximately 62 clients who will need to write the CSK test eventually, but for the first phase which involves RCG clients only, there are 24 client types.

Will traders receive new client codes? Will they have a code per client type?
Clients will maintain their Customs codes if they re-register as per their existing Customs codes.

Accreditation for Preferred Trader is a legislative requirement under Customs and Excise Act, 1964 and Customs Sufficient Knowledge under Customs Control Act, 2014. Can we use the results of CSK for PTP? Will Traders have to undertake both assessment
No we cannot use the results from CSK for PTP. PTP is under the 1964 Act while CSK is under the 2014 Act. By law, we will be migrating accredited clients to level 1 under the new Act. Current accredited clients will have to do the CSK

After successful completion of the CSK test, who retains accreditation between employer and employee?
Accreditation will remain with the employee and they can take it with them to their next job.

What if clients write it and move to another company?
The certification moves with them. If his previous employer doesn't let us know, SARS should become aware when he joins another company.

​What if the company no longer has CSK because the person who wrote it has moved?
Then officially the company can't trade. If they don't let us know, we will find out when they try and renew applications or if they're audited.

What is the purpose of the CSK test?
The purpose of the Sufficient Knowledge Test is to establish whether a person involved in certain activities or operating certain premises regulated by the CCA

When can we start booking for and writing the CSK test?
The system is currently being developed and it is anticipated that by May 2018, applicable clients will be allowed to start to make bookings and writing the test.

Who will be allowed to write the CSK when it goes live?
It will initially be aimed at Reporting of Conveyances and Goods (RCG) clients. Click here for a full list of client types?

Will it be mandatory for these RCG clients to write the test at this stage?
If a client wishes to register for any of the client types requiring CSK credentials under the Customs Control Act/Duty Act, it is a prerequisite that applications for registration

Where can we write the CSK test?
It will be an online test written at SARS controlled premises around the country. There are currently centres in Pretoria, Johannesburg, Durban, East London, Port Elizabeth, Cape Town and Bloemfontein.

​How do we book a CSK test?
An employee needs to be nominated by his/ her Employer and registered on the CSK web application before he/ she can do a booking. Steps:

Should we use our customs code when booking?
The employer will need their customs code to register on the CSK system, but the employee will only require their ID/Passport number to do a booking.

Who decides who writes the test?
The employer will nominate a maximum of two employees (at the initial stages after “go live”) to write the test per client type. Once the employer has nominated the employees,

How do we get more information about these client types, including ones which never existed before under the current Act?
Chapter 28 of the Customs Control Act governs the registration of the different client types. A comprehensive list is found in in the Rules (Rule 28.2 to Rule 28.7).

How many employees can write a CSK test for each client type?
SARS has limited the number to two in the initial registration/licensing phase as is required under the new Customs Control Act as it has insufficient capacity to accommodate ALL traders’ employees for certification.

Can the same employee write more than one client type test?
Yes, if different bookings were made for multiple client types. An employee cannot, however, write different tests for different client types in one session.

Why can a nominated employee not write one test for all applicable client types?
The requirement and chapters covered per client type differs and therefore the employee must write each test per client type.

If we want one person to write several client type tests, how do we do it that it doesn’t waste too much time that they would be off work?
When you book, you can try and book for several client type tests in one day but for different sessions as there will be multiple sessions of tests running per day at each training venue.

What do nominated employees have to bring along when they write the test?
Their original Identity book or card. They also need to bring their own documentation (a hard copy of the Act and rules (if applicable at the time of CSK) as it is an open book test. Only hard copies are allowed.

How will they know what chapters of the Act to focus on for each client type test?
There will be a full list on the NCAP website of what chapters relate to each client type test.

What is the pass rate for each test?
60%

How long will each test last
Two hours

Will there be the same questions for each client type test?
No. There is a pool of questions and these will be picked on a random basis for each client type test.

When will they find out if they passed?
They will receive the results immediately after the test.

How many times can they write the test until they pass?
Unlimited number of times but they need to book for a test

What happens if they find out they failed?
They can immediately re-book another test online or at the training venue

What happens if they passed?
This would reflect on their profile which they are expected to create before they write the test. They will be able to email themselves the Test notification letter that confirmed the test was passed.

Explain how the profile is created on eFiling?
The Employer will register on the CSK web page. Information will be stored and after nominating an Employee, the Employee will register and the data will be validated against the Employer. If successful, access will be granted to the Employee.

Once a person has passed, for how long is the CSK qualification valid?
The CSK qualification is valid for three years; in the last year the Employee/ Employer will receive a notification to renew in advance.

What if the qualified employee leaves my employ?
You will need to nominate another nominee to write the test as the qualification is linked to the person and not the company

How long will be given between going live with the CSK test and the start of Re-Registration?
There will be at least five months between the two, but employees can continue to write the CSK throughout the period of re-registration.

What will happen if a client has not written the CSK test and they wish to re-register or register for a new client type?
The Identity number on the Registration/ Licensing application would be used to validate the Client’s Employee certification results against the Client Sufficient Knowledge database. If not, the application will be rejected.

What does my employer do if they don’t have an Efiling profile?
They will need to register for eFiling as the CSK booking system is available via SARS EFiling. To register as an eFiler visit the SARS eFiling website www.sarsefiling.co.za

Is CSK a once off process linked to the registration/licensing phase of the New Customs Act Programme?
No, a CSK assessment must be conducted every three years or as per expiry date. CSK is an on-going process as the test is a condition of registration or licencing for certain client types.

What happens if I have a disability?
Venues that can accommodate disabilities will be indicated on the booking system.

​What language is the test written in?
The test will be only available in English.

What happens if I want to appeal against the result?
You cannot appeal the result, you will have to rewrite the test.

What will happen if I do not do the CSK test?
The trader (including existing traders under the 1964 Act) will not be able to register / license under the provisions of the new Acts for the associated client type.

​What is the due date for CSK completion?
There is no due date for completion. Once CSK is implemented, clients will need to make the necessary bookings. The first client types to write the CSK are those impacted by the release of the RCG programme.

My company operates in Johannesburg and Cape Town. Must I send representatives from each branch?
The company will decide which employee to nominate for the CSK. The client must have at least one active employee with CSK status per client type at any given time.

​I am based at the BBR border post. If there is no training venue near me, where must I write?
The nearest venue available (these will be on the booking website)

How much does it cost to book and write the test?
SARS will not charge a fee for the booking and writing of the test. It is free to book and write.

What happens if I cannot make it to a booked test due to operational reasons? Who do I contact to inform them?
If it is after the four days of the slot’s closing time, there is no need to call the venue coordinator as he/ she cannot delete the booking as the slots will be closed.

After the initial roll-out, how long thereafter can clients start to book tests again?
After the initial roll-out, SARS will determine a date, in relation to its capacity, and announce when the next round of tests can be undertaken.

Will SARS limit the number of assessments per year after roll out?
It is anticipated that after initial roll-out and prior to the lapsing of the three-year CSK validity period, clients will want to undertake CSK assessments.

Is the three year validity period for CSK aligned to the three year validity period of the client type?
No, these two validity periods are independent of each other and it is the responsibility of traders to ensure their CSK compliance.

Am I as the employee limited in my career mobility if my employer does not release me on the CSK registration portal?
No, the system allows for either the employer or employee to de-link themselves on the system

​What happens if I get CSK certification but then leave my company and delink myself on the CSK system?
The company will be sent a notification to say you have been delinked from them and they need to nominate someone else to write the applicable CSK test.

​Can I, the employee, determine for whom I work and for the client type I have CSK status?
No, it is the employer’s prerogative to nominate an employee for CSK purposes and for a specific client type.

What is the cut off time for booking before a test date?
You cannot book less than four days before a test date.

What if I want to cancel? How do I do it and can I send a replacement?
You can cancel on the CSK app on eFiling. You cannot send a replacement as the booking is linked to you as an individual.

What if I have any queries before writing the test eg. if I am situated far away from all test venues and cannot leave my work as I am short-staffed?
There is a query function on the CSK app where you can ask any questions.

When a client applies to re-register/re-license, will they be informed of their CSK status (ie. failed / passed / not yet written)?
When submitting an application for a client type where CSK is a pre-condition, the application will be rejected and a message displayed indicating the reason for rejection.

When a client applies to re-register/re-license, will they be given a checklist of documents required?
The system will, on submission of the application, display the supporting documents needed for that application. The documents should then be uploaded electronically through eFiling or through scanning at the Branch.

Why does the OTP sometimes not work when entered to begin the CSK test session?
The interpretation of the OTP’s has posed a bit of a challenge in terms of certain characters. Characters of the OTP can be incorrectly interpreted as either lower or upper case,

Can I be locked out in the event of too many incorrect tries with the issued OTP?
You must take care to ensure that the correct OTP is entered. If you are locked out at a work-station due to too many failed log ins, you may try from another available workstation, in consultation with the invigilator.
